Servers behind a firewall, with no direct access to the Internet, can access external data, everything from RSS feeds to HTML pages, by using an HTTP proxy cache, specified when configuring the URLManager service.
HTTP proxy configuration
The PortletServiceRegistryService, accessed via the WAS Administrative Console, is used for configuring WebSphere Portal for HTTP proxy.
