This exception is thrown when a server weight is modified via the Cluster MBean and the key used does not match the workload controller (WLC) currently registered for that cluster. Any code that wishes to modify the server weights for a cluster must first register as the controller for the given cluster using the Cluster MBean register() method before attempting to modify the server weights.
