Base entry comparison for Turkish locale
In the Turkish locale, base entry comparisons for the letter "i" have certain limitations.
Base entries in virtual member manager are case insensitive. Virtual member manager uses the String.equalsIgnoreCase() API to compare the base entries. For the Turkish locale, this API returns true for all comparisons of "i"s except that the comparison between "uppercase dotted I" and "lowercase dotless i" returns false.
